North of Bulls Head, the banks of Mill River are, for the most part, privately owned without public access. Thus, walking the river means walking along winding side streets with an occasional glimpse of the water through someone's yard, and a rare but satisfying view from a bridge.
Up until the 1960's, this pretty much true all the way down to the Mill River Park at Board Street. South of Bulls Head, on the west side of the river, there was a park called "Woodside Park" where Scalzi Park is today but remainder of the west side of the river and all the east side were privately owned. Then, Washington Boulevard was a modest north-south street that ended at Woodside (the south end of Scalzi Park.)
When Washington Boulevard was transformed into a major state road running south from Bulls Head through downtown, the land along the river from Forest Lawn south to Woodside, once private homes, become a City-owned river walk and park. Even some of the land on the east side of Washington Boulevard was saved for green space. The story is that the river was actually moved to the fit the highway engineers' plans.
