HARTFORD, CT - Geoffrey M. Goodale has joined the law firm of Shipman & Goodwin LLP as a Partner. The full-service law firm is based in downtown Hartford, Conn., with offices in Stamford, Conn., Greenwich, Conn., Lakeville, Conn., and in Washington, D.C. Mr. Goodale comes to Shipman & Goodwin with extensive legal experience in helping companies comply with international trade laws and regulations. He is a key member of the firm’s International Trade Compliance and Enforcement practice group, one of the largest in New England, and will work out of Shipman & Goodwin’s Connecticut and Washington, D.C. offices.
Mr. Goodale focuses principally in the areas of export controls, economic sanctions, import compliance, intellectual property rights (IPR) enforcement, and international trade and investment. This includes government investigations, white collar criminal defenses, and intellectual property cases. He has vast experience in counseling companies on a wide range of issues involving compliance with the Export Administrations Regulations (EAR) administered by the Bureau of Industry and Security (BIS), the International Traffic in Arms Regulations (ITAR) enforced by the Directorate of Defense Trade Controls (DDTC), and the economic sanctions regulations administered by the Office of Foreign Assets Control (OFAC).
He routinely advises clients on import compliance matters, prepares ruling requests, protests, and prior disclosures that are submitted to U.S. Customs and Border Protection (CBP), and assists clients to prepare for and undergo CBP audits. Mr. Goodale has represented both U.S. and foreign companies in anti-dumping and countervailing duty cases and Section 201 and Section 337 proceedings. In addition, he advises clients on the Foreign Corrupt Practices Act (FCPA) and the regulation of foreign direct investment, including in the preparation of Exon-Florio submissions that are filed with the Committee on Foreign Investment in the United States (CFIUS).
Mr. Goodale speaks frequently at conferences and seminars on a wide range of international trade issues, including global sourcing, export and import compliance, and IPR enforcement. He recently was a presenter at the Society of Corporate Compliance and Ethics’ 10th Annual Compliance and Ethics Institute in Las Vegas and will speak at the American Bar Association Sectional of International Law’s Spring Meeting in New York City in April 2012.
By appointment of the Chief Judge of the U.S. Court of International Trade (CIT), Mr. Goodale serves on the CIT Advisory Committee on Rules. He also is Co-Chair of the International Trade Committee of the ABA Section of International Law (ABA), Immediate Past Co-Chair of the ABA’s Customs Law Committee, and an active member of the ABA’s Export Controls and Economic Sanctions Committee Steering Group. In addition, he is Chair of the D.C. Bar’s International Law Section and previously served as Chair of the Section’s International Trade Committee for three terms, and he also is a member of the Customs and International Trade Bar Association, the International Trade Commission Trial Lawyers Association, the Federal Circuit Bar Association, and the Society for International Affairs.
Mr. Goodale comes to Shipman & Goodwin from Foley & Lardner LLP in Washington, D.C., where he served as Senior Counsel in the firm’s Government Enforcement, Compliance & White Collar Defense practice group for more than four years. Prior to that position, he worked as an Associate in the International Trade practice groups of two other Am Law 100 law firms in Washington, D.C.
Prior to becoming a lawyer, Mr. Goodale was Program Manager for the National Council on International Trade Development (NCITD), an association comprised of many of the nation’s leading exporters, importers, and trade intermediaries. He also served an officer in the U.S. Army.
Mr. Goodale received his J.D. from George Washington University Law School in Washington, D.C., where he was a Dean’s Fellow and a Notes Editor for the American Intellectual Property Law Association Quarterly Journal. He earned both his Masters degree and an undergraduate degree in Government (with Honors) from the College of William & Mary in Williamsburg, Va.
Currently, Mr. Goodale and his wife, Julie, and two children reside in Alexandria, Va. He serves as the Chair of Alexandria’s BRAC-133 Advisory Group and is also a member of Alexandria’s Board of Zoning Appeals. In addition, he is the Immediate Past President of Brookville-Seminary Valley Civic Association, Inc. and is a Past Co-Chair of the Alexandria Federation of Civic Associations. Mr. Goodale and his family plan to move to the Hartford area in the near future, and he looks forward to becoming involved in the Greater Hartford community.
