Supportive housing combines decent, safe, affordable apartments with individualized health, support and employment services. Families and individuals with chronic health challenges are reintegrated into the community by addressing their basic needs for housing and ongoing support. “We want to match individuals and families with the housing, social services and health services they need to reach their fullest potential,” said Governor Rell. “Housing has the ability to improve one’s life, whether through homeownership opportunities or the availability of quality rental housing. The Next Steps Initiative allows those who are homeless or at risk of homelessness to live with stability, dignity and autonomy.” A request for proposals (RFP) will be issued by the Connecticut Housing Finance Authority (CHFA), which will issue bonds to finance supportive housing under the Next Steps Initiative. The RFP makes services, operating and capital funding available to create approximately 150 supportive housing units in the State. Under the Next Steps Initiative, CHFA issues bonds to provide capital financing for the housing, with the debt service to be paid by the State, while the supportive services are provided by one of the many state agencies participating in the collaborative effort. The $35 million of capital funding, which is subject to annual appropriation by the Connecticut General Assembly, represents the third round of the Next Steps Initiative. Since the inception of the Next Steps Initiative in 2006, CHFA has issued nearly $70 million of 501(c)(3) bonds for a total of 299 new supportive housing apartments. The total development cost for these units is over $85 million. The Next Steps Initiative is a unique collaboration of public and private organizations including CHFA, the Office of Policy and Management (OPM), the Department of Economic and Community Development (DECD), the Department of Mental Health and Addiction Services (DMHAS), the Department of Social Services ( DSS ), the Department of Children and Families (DCF) and the Corporation for Supportive Housing. CHFA will accept responses to the RFP from qualified applicants through Friday, July 25, 2008 .
