Hartford, CT - The Department of Revenue Services (DRS) announced the arrival of 2011 Connecticut Resident Income Tax Return and Instructions, and 2011 Connecticut Part-Year Nonresident Income Tax Return and Instruction booklets at state libraries, post offices, and municipal office buildings.
DRS Commissioner Kevin B. Sullivan said. “We have worked hard to get this information out as soon as possible, as well as guidance on our website. I know there are taxpayers out there who will especially welcome this information so they can get a jump on filing in order to recover the erroneous employer over-withholding that occurred in the last few months.” For taxpayers who revised their withholding status during 2011 in order to mitigate any over-withholding, Commissioner Sullivan reminded them to file a new Form CT-W4, Employee’s Withholding Certificate with their employer to ensure they have the correct withholding in 2012.
Commissioner Sullivan said that on January 13, the state’s Taxpayer Service Center (TSC) will begin accepting electronically-filed income tax returns. The free, web-based service completes all mathematical calculations on a secure server and submits returns directly to the agency. Electronic filing, coupled with the elimination of mailing booklets directly to taxpayers, has saved the state and taxpayers money. Taxpayers who file returns electronically and choose direct deposit receive their refunds the fastest. Other taxpayers may be receiving refunds by debit card for the first time in order to make the process more efficient and less costly.
In addition to instructions for filling tax forms for the 2011 income year, the booklets also provide information about important legislative changes impacting the income tax, including the new Connecticut Earned Income Tax Credit (CT EITC). The CT EITC allows lower-income working individuals and families to earn a refundable income tax credit.

Commissioner Sullivan noted that no longer mass mailing individual income tax booklets began successfully last year and continues to avoid some $100,000 in annual mailing and printing costs. Taxpayers can still obtain a paper copy of Connecticut income tax return booklets, individuals can view a distribution database on the DRS website, or download forms directly under the website’s Individual Tax Forms heading.
