City further tightens restrictions on Trump Pare construction

Stamford, CT — Mayor Darnel P. Malloy Monday announced that the City has taken additional steps to protect the public in response to the incident on Saturday in which a piece of lumber fell on a postal truck during a storm.

"We are further restricting their work in response to our safety concerns. They will no longer be allowed to perform any work on any floor that has not been closed in with windows except safety-related work. No concrete work, no HVAC, no Plumbing, no Drywall, nothing," the Mayor said. Special safety treatment at balconies and at window infills will require a double laver of safety netting and support cables before any work resumes- "I have spoken with the owner, Louis Cappelli, and he has assured me that they will spare no expense or miss any opportunity to make this the safest possible project going forward. I intend to hold him to his word."

In addition to the new restrictions. the City will continue to provide full-time inspection on the site, at the project's expense, to ensure that work is proceeding safely and in accordance with City rules. Since Saturday, the contractor, George Fuller Construction, has begun installing floor-to-ceiling netting on the open floors to prevent debris from falling over the side. City inspectors on Monday morning identified several areas that require additional netting and clean-up, and construction crews are addressing those concerns today.

In addition to steps being taken now with respect to the Trump Pare construction, City officials are working to develop new rules to protect the public during any future high-rise construction in the City. Said Malloy, "Looking forward; it is clear that we need to be even more involved in safety from earlier in the process. We need to regulate not only safety features such as netting, but also site safety plans and procedures and ongoing inspection. We will put forward new rules that are clear and enforceable and that will put Stamford at the forefront in safety in high-rise construction."


Trump Pare Safety Requirements
August 4, 2008

Following the inspection of the project site on Saturday August 2, all active construction work other than that to secure the site was ordered by the City to cease. On an ongoing basis, the following required safety activities and restrictions shall apply, and shall be enforceable by the Building Official:

• Extend perimeter safety netting from floor to ceiling. This will be a requirement on all open floors above those where windows have been installed. For those floors where windows have been installed, the open four balcony corners of these floors and exposed areas at external stairway facades will also receive this same treatment.

• All unsecured building material, tools and debris shall either be removed from the open floors or secured, stowed, and/or tied down before work on these floors resumes. This includes removal and disposal of all accumulated debris in the perimeter netting.

• No further work on the building will be permitted by the City's building inspection department until safety netting and security measures as outlined above are in place.

• Upon request by the contractor, the City will then re-inspect each floor and release only those floors where netting is installed floor to ceiling, and where all loose materials are secured and/or removed from the respective floor(s).

• Upon a floor's release by the City, only then will the contractor be allowed to install perimeter windows on the building until window work is 100% complete on a floor.

• A detailed plan describing work and safety precautions at balconies (4 comers of each floor and any associated balconies at penthouse level(s)) shall be submitted to the City for review and approval prior to starting any of this work.

• Until such time when the entire floor perimeter windows are in place, including the installation of window limiters and balcony protection controls, will the contractor be allowed to begin other trades work on the respective floor_

• Once all loose building materials have been secured or removed from the mechanical penthouse floor on the building's upper most level, the masonry work necessary to complete the parapet wall surrounding this level can resume.

• The contractor has indicated that the entire building will be enclosed with windows by the end of September, 2008, Until such time as this site is fully enclosed, the City will have a site safety officer on site.

• An on-site safety inspector will be provided by the City, the cost to be completely borne by the contractor.

• In addition to the piles and regulations set forth by OSHA and the international building code, the City will begin to develop further site safety requirements for consideration as a local ordinance as they relate to high rise building construction.

• As previously indicated the contractor will be permitted to begin dismantling the tower crane on Sunday morning August 10"'.

• A weekly work schedule shall be provided to the Building Official by 3 p.m. on Friday for the following week. No work beyond that schedule shall be performed without the written consent of the Building Official.
