Mayor Pedro E. Segarra confirmed Monday that the City of Hartford will receive a $450,000 Brownfield Development Grant to facilitate development at the former Capewell Horsenail Factory Complex.
The grant, which was approved by the State of Connecticut Department of Economic and Community Development (DECD), will be used for environment investigation and remediation of land at 40 Popieluszko Court and 110 Wyllys Street.
“This is great news for Connecticut’s Capital City and supports our goal of creating more affordable housing units in Hartford,” said Mayor Segarra. “We are extremely grateful to DECD for their support in this regard, which will improve our homeownership base and create employment opportunities. I also thank the U.S. Department of Housing and Urban Development, which provided more than $2 million in Title II funds to make this affordable housing effort possible.”
The $450,000 grant will support the continued development of the Capewell Factory housing initiative. The original 6-acre Capewell parcel was subdivided into five parcels in November 2006 in order to implement the two-phase, townhouse development. Three of the parcels, which were vacant, include 40 Popieluszko Court and 110 Wyllys Street, the beneficiaries of the DECD grant.
Upon remediation of the two parcels, CIL Affordable Housing will construct 16 affordable townhouses; units will have two or three bedrooms, and will include a front porch, front yard and fenced backyard greenspace. The units will be offered to families between 60%-80% of the Hartford-area median income, and will range in price from approximately $144,000 to $165,000.
Construction is expected to be completed by September 2013.
