Watch for cash discounts at gas stations – but ‘shop smart’

Governor M. Jodi Rell today urged consumers to be aware that some gasoline stations are offering discounts for purchases made with cash as opposed to credit cards, and to watch carefully the prices they pay and the pumps they use.

Governor Rell said she is directing the Department of Consumer Protection to work closely with gasoline retailers to ensure that they follow state regulations regarding the unambiguous posting of cash and credit prices. The Governor is also directing DCP to work with dealers to encourage greater participation in such discount programs, which could offer a measure of relief for hard-pressed Connecticut consumers.

It is legal under Connecticut law to give a discount for cash purchases. However, it is not legal to add a surcharge for using a credit card.

“In a time of extraordinarily high gasoline prices, these cash discounts can be a big help – motorists need to ‘shop smart’ and ‘buy smart,’” Governor Rell said. “That means making sure they understand the prices, pump the grade of fuel they really want and pay for it the right way. In particular, people who have been accustomed to seeing signs with three price levels – regular, mid-grade and premium – may need to readjust their expectations if gas stations start advertising “regular-cash” and “regular-credit” prices instead.

“At the same time, gas station operators need to make sure they follow the state’s regulations on posting their prices, so that consumers have the data they need to make an informed purchase,” the Governor said. “I am asking DCP Commissioner Jerry Farrell Jr. to get as many people to the table as possible so that we can increase the transparency and encourage more dealers to participate in these discount programs. Anyone who has filled their gas tank lately knows that additional relief would be very welcome indeed.”
